Once a vast swamp, Toa Payoh underwent a remarkable transformation. In the 1960s, the Housing Development Board (HDB) was established to address the inadequate efforts of the Singapore Improvement Trust (SIT) in urban development, particularly housing for the common people.

Today, HDB stands as a testament to Singapore’s achievements in providing affordable housing.

Drawing inspiration from the successful development of Tiong Bahru and Queenstown, previous projects initiated by SIT, HDB embarked on the monumental task of creating this colossal housing project. However, the journey was fraught with challenges, encompassing cultural, heritage, and livelihood issues that had to be overcome.

Originally planned to accommodate 250,000 residents, Toa Payoh ultimately welcomed only 190,000. What led to this disparity? Six decades later, the landscape has drastically changed, with prospective residents now facing a waiting period of “a few years” for an HDB flat in Toa Payoh.
